Point-In-Time (one day) Counts of
Homeless Persons and Households


What is the Point in Time (PIT) Count?

• HUD mandated homeless system census count of all persons experiencing homelessness on a single night, occurring within the last 10 calendar days of the month, in every community across America

• Includes all Emergency Housing to include shelters, safe havens, and motel vouchers issued by local Departments of Social Services; Transitional Housing; Unsheltered counts required every odd year (2023)

• Coincides with the annual Housing Inventory Chart (HIC)

• Census count is completed by Continuum of Care in partnership with all housing providers and a network of agency staff/volunteers

Point-In-Time Census of
Homeless Persons and Households

On January 24, 2018, our CoC identified 162 total sheltered homeless persons.

Since its peak level of 200 sheltered homeless persons on a single day during the early years of the Great Recession (2012), the total one-day count of homeless persons in our CoC has declined substantially. 

However, in our last count (January 2018) we saw an increase in sheltered homeless persons - up by 26 persons from the count conducted in January 2016.  Most of the additional homeless persons and families we counted in 2018 resided in a relatively new transitional housing program for families with children in Madison County or at the Utica Rescue Mission adult men’s shelter.

Highlights of the 2018 Sheltered and Unsheltered Point-in-Time count relative to the previous year we counted both sheltered homeless (2016) include:

  • Increases in the number of:

    Households with children residing in shelters and transitional housing projects (from 54 to 71).

    Adults with serious mental illness (from 26 to 48).

    Adults with chronic substance abuse (from 39 to 47).

    Adult victims of domestic violence (45 to 52).

    Chronically homeless persons (under HUD’s new definition of “chronically homeless”) from 13 to 17.

  • Decreases in the number of:

    Unaccompanied homeless youth age 18-24 (from 40 to 18)
