Affordable Apartments…
Apartment complexes are one solution to solve the current housing crisis, end homelessness and provide affordable housing. In some cases an existing building can be renovated to provide several units. Other times it makes more sense to go with new construction. While several projects in the area have been completed, more units are needed.
Several local housing projects have been completed since 2017:
Dwight Clinton Apartments
DePaul- Rome
Rome, NY
Tucked into a quiet side street in the City of Rome, this project provides a total of 80 units, half of which are affordable housing, and the remaining 40 are Permanent Supportive Housing (PSH) units for homeless frail and elderly persons. Housing Specialists teach skills and assist tenants in linking to community services. There are 20 ADA and three Hearing and Visually Accessible (HVA) units in the building.
Each one- and two-bedroom apartment and townhome features a fully equipped kitchen, a wall-mounted flat screen TV with basic cable service, and in-unit storage. Heat, air conditioning, hot water and electric are included in the rent; on-site laundry facilities are available at no cost to the tenant.
Starting Line Apartments
DePaul- East Utica
Utica, NY
There are 60 apartments in this complex, 30 affordable housing units, and 30 PSH units for adults with a disability. Each one-and two-bedroom apartment features a fully equipped kitchen with a range, refrigerator and microwave, a wall-mounted flat screen TV including local stations with cable available, along with in-unit storage. Heat, air conditioning, hot water and electric are included in the rent and on-site laundry facilities are available at no cost to the tenant. There is also off-street parking. Tenants have access to a community room, lounges, and a computer lab. Complimentary Wi-Fi is available in common areas in the building. The building is 100 percent smoke free. There are designated smoking areas provided outdoors.

Senior Apartments
Verona Beach, NY
The City of Oneida Housing Authority’s new 50 unit complex consists of 35 affordable housing units for seniors age 55+, and 15 units for PHS seniors and others. The modern and energy efficient one- and two- bedroom apartments include heat, and have access to on-site laundry, a fitness center, off street parking, a residential community room, and a landscaped courtyard and walking path. Surrounded by mature trees, this beautiful setting is close to the village of Sylvan Beach, Oneida Lake, and Verona Beach State Park.

Vecino Group
Utica, NY
Located on Bleeker Street near downtown, this 1893 brick building which once housed Jeffrey Hardware, is an historic renovation project. Opened in 2018, the 45,550 square foot building has 49 residential units. Asteri is near Downtown Utica and offers 37 affordable 1- and 2-bedroom housing units, with 12 Permanent Supportive Housing (PSH) units for homeless persons with developmental disabilities. Amenities include a community library, a fitness room, common areas, need based wellness services, and a view of Chancellor Park.
Johnson Park Center
Utica, NY
This Center is located in the Johnson Park- Cornhill community, and promotes positive change, revitalization, and community development. A number of support programs are provided, including emergency housing services for traditional and non-traditional families and women. There are currently 8 units for adult women with mental health disabilities.
Meadows Senior Living
New Hartford, NY
Meadows Senior Living is a brand new 55+ community, with 102 affordable apartments for seniors. This complex provides qualifying individuals a convenient and affordable housing option in New Hartford, New York. The one- or two-bedroom apartments have fully applianced kitchens. Utilities such as electricity, water, and heat are included. Some of the other amenities: a laundry suite on each floor, elevator, resident community rooms, on site management, 24 hour emergency maintenance, and supportive services, provided by Community Wellness Partners (CWP).
Central New York
Veteran Outreach Center
Utica, NY
The Central New York Veterans Outreach Center (CNYVOC) is a division of the Utica Center for Development (UCD), and is located at 726 Washington Street, just off Genesee Street in Downtown Utica. CNYVOC provides 18 units, 8 of which are Permanent Supportive Housing (PHS) units for disabled and elderly veterans. They also offer case management, referrals to legal assistance, referrals to VA benefits, a food pantry/donation room, medical transportation and housing assistance for those who qualify.

Grady’s Way
Catholic Charities of Oneida & Madison Counties
Utica, NY
Grady’s Way Homeless Shelter, located next to the Catholic Charities office building near Oneida Square, is a residential emergency shelter for young men, ages 12-18, in our community. This supportive housing program will provide youth with a safe and secure living environment that also offers life skills activities and assist participants with performance-based academics, job seeking skills, counseling, college applications and transitioning into permanent independent housing. Three permanent supportive housing apartments are also available for young men, ages 18 to 25.
West Street Apartments
Rescue Mission Of Utica
Utica, NY
This apartment complex at 1013 West Street, Utica, offers 42 units, 30 are affordable housing, 12 are Permanent Supportive Housing (PSH) units for homeless with disabilities. The West Street Apartments are designed to help households afford to live in Utica near employment centers, day care facilities, bus routes and more. There are one or two bedroom units available for income qualified individuals and families who meet the income and household size eligibility. Each unit has a living room, kitchen and in-unit storage. (ADA Accessible and HVI units are available.)
Roosevelt Residences People First
Utica, NY
Utica Municipal Housing Authority (MHA), now known as People First, completed the Roosevelt Residences in 2019, a 50 unit, multi-family, affordable housing community. Situated on Brinckerhoff Ave, at the site of the Former Roosevelt Elementary School, there are 1,2,3, and 4 bedroom options in 24 duplex or stacked flat buildings across 11 sites in this Cornhill neighborhood. Included are 38 are affordable housing units, 12 are Permanent Supportive Housing (PSH) units for veterans and others. There is also a new Resident Center, which provides event space, onsite laundry, a fitness room, and management and support services for tenant use.

Johnson Park Center
Utica, NY
The Johnson Park Center promotes positive change, revitalization, and community development. They offer many programs, including emergency shelter, special needs housing, youth feeding program, a food pantry, and much more.
A ground breaking ceremony for the Johnson Park Green Community Apartments project was held on Wednesday, June 21, 2023 on West St. in Utica, NY. The project will create 62 units at 2 Johnson Park (pictured at right),and at 201-203 Square Street. This will provide 31 units of affordable housing, and 31 Permanent Supportive Housing (PSH) units for seniors 55 and over, and those with an MH disability.
Community View Apartments
Morrisville, NY
Christopher Community, in partnership with Crouse Community Center, has announced a groundbreaking on August 22, 2023, to mark the start of construction for the Community View Apartments, in Morrisville, NY. This Supportive Housing Opportunity Project will provided 61 affordable housing units and support services to seniors.
This project was made possible through the support of the Town of Eaton, Village of Morrisville, and community partnerships along with funding from NYS Homes and Community Renewal, NYS Office of Temporary and Disability Assistance, NYS Energy Research and Development Authority, and Empire State Supportive Housing Initiative funds through NYS Office of Mental Health.
Former YWCA Building
Utica Community Development

Utica Community Development (UCD) has recently purchased the former YWCA building in Downtown Utica. When this project is completed, it will provide more affordable and safe housing to our areas Veterans in need. This building will offer family size apartments as well as single household apartments. The need for affordable housing in downtown Utica is always increasing and these apartments will be a great addition.
Former Broad Street Warehouse
Utica, NY
The Vecino Group, MV Community Action and Utica Municipal Housing Authority (now known as People First), have plans for the former Broad Street Warehouse building in Utica. At this time, the project is partially funded, and waiting to be fully funded - pending applications to NYS. The plan is to renovate the building, creating 24 units for homeless transition age youth (18-24 years old) and 66 units for seniors. The youth in the 24 TAY units will receive support services from Mohawk Valley Community Action Agency.
The developer is Vecino Group, and the owner once it is completed will be People First.
