Emergency Solutions Grant...


NYS Office of Temporary and Disability Assistance ESG Funds
via the CoC Collaborative Applicant
(United Way of the Valley and Greater Utica Area)


One-time, nonrenewable Emergency Solutions Grant (ESG) funds are available for Rapid Rehousing Programs serving two special homeless populations in our CoC:


  1. Transition Age Youth (age 18-25)
  2. Persons and families fleeing domestic violence 

Documents with a complete description of this funding and a Request for Proposals are below, along with other application materials and guides for developing a Rapid Rehousing Program (RRH) Proposal that fits our current community needs and HUD guidelines, and conforms to the current knowledge on program models and best practices related to employing RRH strategies to reduce homelessness for these populations.

Members of the MV Housing and Homeless Coalition have access to HUD’s Emergency Solutions Grant (ESG) funds via the City of Utica which is the only entitlement community in our CoC and therefore eligible for federal formula funding for this program.  While the funds available from HUD for the ESG program are only about 5% of our CoC’s annual Continuum of Care homeless funding and can only be used to serve homeless persons and families in the City of Utica, this program provides critical support to a number of local organizations serving the homeless in Utica, NY.
